A decade after the end of the Cold War, the man who made it possible, Mikhail Gorbachev, bitterly remarked that the opportunity to build a new world order was squandered because an American president had to have a war. He did not live to see the conflict in Ukraine, but could it be that a new world order is shaping out because of Russia’s use of force?
